Mantes la Jolie est une ville moyenne située dans le département des Yvelines en Ile de France. Située à une cinquantaine de kilomètres à l’Ouest de Paris en direction de Rouen, la ville fait partie de la Communauté Urbaine Grand Paris Seine & Oise qui regroupe 73 communes pour 408 000 habitants. La population de la ville est d’environ 45 000 habitants.

La première mention du nom de Mantes remonterait à l’an 820 mais nous n’avons pas d’information sur son histoire avant le IX ? siècle. Appelée Medunta, Medanta ou Medonta, dans le Polyptique d'Irminon, il n’est pas impossible que ce nom ait été celui de l’actuel Mantes la Ville. A cette époque ce n’était qu’un port de pêche et d'une motte castrale.

Menacée par les invasions Normandes au X ? siècle elle se transforme en place forte et élève des fortifications. Sa position stratégique sur la Seine a joué un rôle important dans son développement. Des textes du XI ? siècle font mention d’un castrum (lieu fortifié) qui faisait s’acquitter des droits de passage sur la Seine, un autre texte encore fait mention d’une forteresse au bout du pont de Limay.

L'une des sources importantes de revenus est le commerce du vin (vin de bonne qualité, car il avait l'honneur des tables royales). Ce commerce était jalousement protégé par l'administration, car le commerce de vins étrangers était interdit à Mantes, à moins de s'acquitter d'une taxe particulière. Ces droits (hanse par terre et par eau) ont été octroyés par Philippe Auguste (Philippe II) en 1211. Cela favorisa le commerce sur la Seine mais également dans le sens nord sud avec le pont qui a été construit dans les années 1033 (date à laquelle son existence est attestée) Cette prospérité entraina la croissance de la population et le début du développement de la ville.

Mantes fut souvent l’objet de sièges et de destructions liées à sa position stratégique. En 865 les Vikings la pillèrent, en 1087 ce fût Guillaume le Conquérant qui entra en campagne dans le Vexin et attaqua Mantes. La ville fut pillée et brûlée. En 1110, Louis VI concéda une charte communale à la ville de Mantes Dossier pedagogique charte, la ville fût réunie au domaine royal. Il s'agissait, là aussi, d'un choix judicieux afin de s'attirer les faveurs d'une ville au rôle stratégique capital pour la sécurité de Paris. Cette charte leur accordait des privilèges importants. Le plus important était que Mantes devenait une commune libre. En 1346 Edouard III (roi d’Angleterre) s’empara de la ville, Bertrand Dugesclin la fit revenir temporairement au royaume de France mais rapidement de 1419 à 1449 elle retomba aux pouvoirs Anglais. La ville est définitivement libérée des Anglais en 1449.

Mantes la Jolie est l’une des 6 villes royales du département des Yvelines avec Versailles, Rambouillet, Marly Le Roi, Saint Germain en Laye et Poissy, ces villes ont accueilli les rois de France. Quelques rois qui ont résidés dans notre ville : Louis VI, Philippe Auguste (il y est décédé le 14 juillet 1223), Louis XI, Henri III et Henri IV. Une fois Mantes prise et soumise, le futur Henri IV y installa son quartier général jusqu'au moment où il se convertit au catholicisme et où Paris lui ouvrit enfin ses portes.

Le château de Mantes, aujourd’hui disparu, fut donné à Louis VI par Philippe 1er celui-ci en fit don à Philippe de Mantes (dit le Bâtard). Ce château fut pris d’assaut par Louis le Gros (VI) en 1110. Les rois suivant, bien que n'éprouvant pas un pareil attachement à Mantes, confirmèrent à nouveau les privilèges de la ville. Le roi Louis XV ordonna le démantèlement des portes de la ville, et l'on envisagea de percer la rue Royale afin de faciliter les voyages de Rouen à Paris (ce qui ne sera fait que dans les années 1845), un nouveau pont est prévu (Perronet en 1759) mais ne sera terminé qu’en 1845. En 1766 le « vieux pont » coté Mantes est détruit. Vint la révolution, qui causa bien des troubles dans l'administration et la vie religieuse. En 1791, le nombre de paroisses passa de trois à une seulement, toute la population allant à la Collégiale.

Au XIX ? siècle Mantes est une ville à l’étroit qui cherche à s’agrandir. Déjà en 1807 une première extension est envisagée mais Mantes la Ville la rejette à l’exception du chemin de halage et de la promenade des cordeliers. Nouveau refus en 1854 Mantes réclamait la partie de Mantes la Ville qui avait été coupée par le passage de la voie ferrée. Malgré ce refus le conseil d’arrondissement de Mantes (10/07/1854) et le versement d’une indemnité, une loi fut promulguée le 2 aout 1855 entérinant l’annexion des territoires du faubourg St Lazare et du faubourg St Pierre. Cette acquisition permit à la ville de s’agrandir. Cette première extension est suivie d’une seconde en 1930 par le rattachement de Gassicourt qui augmente considérablement la superficie de la ville (le plan d’intendance de 1787 précisait que Gassicourt était six fois plus grande en surface que Mantes). La ville de Mantes prend le nom de Mantes Gassicourt. Jusqu’en 1953 ou elle prendra le nom de Mantes la Jolie. A partir de cette période la modernisation de la ville va s’accélérer. Auguste Goust maire réélu de 1908 à 1941 avec l’architecte Raymond Marabout lanceront la construction d’écoles, immeubles, cité-jardin, bains-douche et la résorption de l’habitat insalubre dans les bas quartiers. Puis ce sera Jean Paul David maire de 1947 à 1977 avec l’architecte Raymond Lopez qui vont reconstruire une ville détruite par la dernière guerre et les bombardements alliés et lancer un grand projet de construction « Le Val Fourré ».

Mantes la Jolie, plusieurs hypothèses à ce nom. Jean Paul David soutenait la version que cette appellation remonterait à Guillaume le Conquérant qui avait détruit et incendié la ville, sortie de ses ruines elle aurait été appelée Mantes la Jolie. Autre version Viendrait d’une lettre du roi Henri IV qui venait à Mantes voir sa maitresse Gabrielle d’Estrées « Je viens à Mantes ma jolie », probablement de nombreuses autres légendes sur ce nom de La Jolie.

En 1958 l’architecte Raymond Lopez présente le projet d’un nouveau quartier adopté par le conseil municipal. En 1959 La ZUP du Val Fourré est engagée par Pierre Sudreau alors ministre. Le 3 septembre le plan de masse du Val Fourré est approuvé par le conseil municipal.

Aujourd’hui notre ville compte encore de nombreux hôtels particuliers, des maisons dites de notables, des villas du XVIII ?, mais également de nombreux monuments historiques qu’elle entretien et rénove. Les derniers exemples sont bien sûr l’Hôtel Dieu qui a vu sa restauration se terminer en août 2020, et le musée Duhamel pour qui les travaux de rénovation extérieure se terminent en novembre 2020 dans un parc totalement repensé. La ville protège également ses monuments puisqu’elle a acheté fin 2019 la Tour Saint Martin, l’un des derniers vestiges habités des fortifications dans le but de lancer sa restauration. C’est également un patrimoine « Vert » avec ses nombreux parcs et squares, Brieusel Bourgeois, Gabriel d’Estrées, du Château etc…. sa ceinture verte qui part de Mantes la Ville et va jusqu’à l’entrée de Rosny sur Seine, ses îles, sa réserve ornithologique, ses lacs et ses étangs, son stade nautique.

It might be one of the most of the most visited stores on the high street,
but Topshop is failing to live up to the standards expected by its clientele.

In a new survey by consumer champions Which?, the fashion retailer
came 98th in a list of 100 UK high street stores followed by WHSmith
at 99 and mobile phone retailer EE at the bottom of the
pile.

Based on responses from 9,500 shoppers, shops were rated on prices, environment, customer service
and, the range and quality of products.

BHS ranked bottom of all the UK department stores with customers describing its stock as 'outdated',
while another added that it 'does not give the impression of being a good-quality
store'.

Performing equally poorly was H&M which also found itself languishing
in the bottom five, alongside competitor Topshop.

EE was named the worst shop as customers commented on long waiting times, busy stores and sometimes unhelpful staff

At the other end of the table, department store John Lewis narrowly missed out on the top spot for the second year running, with Lush Cosmetics claiming first place.

Lush scored highest for product range and quality, customer service and store environment, with staff described as 'helpful'
and 'friendly', and the products as 'excellent'.

In the list of 100 stores BHS came 96th with customers describing it
as outdated

However, it wasn't all good news for the cosmetics retailer which got a
lower score on pricing, with one shopper saying it is 'ideal for gifts, but high
prices.'

John Lewis also lost marks for its high prices with customers noting that although products are 'great
quality', they 'can be expensive'.

In an editorial to accompany the new research, Which? said that although tidiness and short queues boosted the shopping experience, they were also regarded as relatively
unimportant.

'Although tidy stores with short queues make for a pleasant shopping experience,
our analysis found that these factors are generally the least important in creating a positive impression on shoppers - and have
the least impact on the overall customer score.'

Price is the most important factor when deciding where to
shop with four in 10 (40 per cent) saying this was their top consideration.

Which? Editor Richard Headland added: 'Consumers
look for quality in both products and service.
If retailers can get their products right, along with excellent customer service and a great shopping environment,
customers will keep coming back through their doors.'

Here, for once, is a movie that lives up to its billing.
Batman v Superman is being energetically promoted as an ‘epic superhero journey like
no other', and that's quite true.

For unlike most other recent superhero films, certainly those from the Marvel stable,
it is incoherent, tedious and largely devoid of wit.

It is also thunderously loud, which goes with the territory, but there are times when I don't mind sacrificing my eardrums and times when I do.
After two-and-a-half hours, the super power I most
craved myself was an ability to doze through explosions.

From start to finish, Zack Snyder's film judders with
its own self-importance, piling up allusions to God, the 9/11 attacks and the spectre of nuclear holocaust as if we're meant to take any of this stuff seriously

Maybe suspicions should have been raised by the title. What they thought
would be its big selling-point turns out to be the film's fatal flaw.

Hamlet didn't get angsty with Macbeth, Oliver Twist never buddied up with David Copperfield,
and Batman and Superman were not meant to fight each other.
It's a narrative powered by a dodgy premise.

Here, for once, is a movie that lives up to its billing.
Batman v Superman is being energetically promoted as an ‘epic superhero journey like no other', and that's quite true.

On the other hand, chaps notionally on the same side do fall out.
Take David Cameron and Iain Duncan Smith. They don't quite represent the same clash of irresistible force and immovable object, but I'd almost rather watch those two at loggerheads than Henry Cavill's Man of Steel and Ben Affleck's Caped
Crusader.

What's Affleck doing in the cape anyway? He's well over 40 now, and showing it around the eyes.
Who wants to see crow's feet on Batman?

It looks as if Wonder Woman (Gal Gadot, pictured) might go and steal the show from under their aquiline noses, but then she, erm,
doesn't

The BASIC story, buried under a jumble of half-formed ideas,
semi-realised, has Batman's alter ego, billionaire Bruce Wayne, and his loyal butler Alfred (an unshaven, most
un-butlerlike Jeremy Irons), becoming as intrigued as everyone else on the planet by Superman's exploits and motives.

The fellow with underpants over his tights, aka newspaperman Clark Kent, has an admirable habit of rescuing folk, but seems rather too powerful for his own good,
and is duly the subject of an official government investigation chaired by Senator Finch
(Holly Hunter).

In fact, they should all be much more worried about the dastardly schemes
of Wayne's fellow billionaire Lex Luthor (a suitably nutty, tic-laden performance by Jesse Eisenberg), who finally contrives a way
of forcing the two superheroes to engage in gladiatorial
combat.

I sat up just a bit at the hint of a neat right-on joke when it looks as if Wonder Woman (Gal
Gadot) might go and steal the show from under their aquiline
noses, but then she, erm, doesn't.

Otherwise, there are a few nice moments, but so there jolly well should be, considering the
budget was reportedly in the region of $410 million — nearly £300
million — making it one of the most expensive movies ever made.

Besides, the nice moments tend to be the quieter ones, like
a fully clothed Clark Kent and a naked Lois Lane (Amy Adams) canoodling in the bath.

Of course, superhero films are excessive by definition. But an excess of plot never helped anyone.

As the action lurches around the globe, from the Indian Ocean to
Africa to Paris to a windy mountain-top where Superman bumps into his old dad (a pointless cameo
by Kevin Costner), and back to the blighted twin cities of Gotham and Metropolis, I
felt increasingly as though Snyder and his screenwriters (don't take a bow, Chris Terrio and David S.
Goyer) were on their own private joyride, and to hell with
the rest of us.

This is the second film in the so-called DC Extended Universe franchise, following 2013's Man Of Steel, also directed by
Snyder. There are many more yet to come.

But if they don't get better, if the folk behind
them don't realise, as the Marvel crowd have, that superheroes and solemnity do not mix,
then not even Superman will be able to drag Warner Brothers,
the studio behind this absurdly bloated exercise, out of the mire.

Zootropolis (PG)

From Metropolis to Zootropolis, and here is a film, directed by Byron Howard, Rich
Moore and writer Jared Bush, to brighten up anybody's Easter weekend.

Disney have almost 90 years of form in anthropomorphising animals, but they have
rarely done it with as much wit as in this funny, charming, gripping, altogether delightful animation, about a rabbit,
Judy Hopps (voiced by Ginnifer Goodwin), who grows up in Bunny
Burrow yearning to be a cop even though her parents
and 275 brothers and sisters are content with being rural
carrot farmers.

Judy duly realises her dream, thanks to the police academy's Mammal Inclusion Initiative in the

Zootropolis has no human beings, but it is a hotbed of crime

there's something particularly sinister going
on: previously sociable animals are turning rabidly aggressive.
Judy and her friend Nick Wilde, a fox (Jason Bateman),
must find out why and how.

What's especially wonderful about this film (which
in the U.S. is called Zootopia, a much better title) is the way
it will appeal across the generations.

Children will love it for the talking animals, but there are some priceless gags for grown-ups, including an office
full of bureaucratic sloths, who take forever even to utter a sentence, and lots of perky references to classic films
and TV shows such as Breaking Bad and, hilariously,
The Godfather.

It even packs the profound and timely message that
all the species should shrug off prejudices and
preconceptions about each other and try to
get along, but in a playful rather than sanctimonious way.

I watched it in a roomful of film critics, never the easiest
bunch to please, yet the auditorium, with not a child in sight, resounded with laughter throughout.

Zootropolis is a story about the struggles of society and overcoming who you are
on the outside and becoming a better person - all told by talking animals.

When the first bunny cop Judy Hopps (Ginnifer Goodwin) leaves her home
and moves to the vast city of Zootropolis, where anyone can be anything, her high hopes are lowered when she
gets parking duty.

She meets a sly fox con-artist called Nick Wilde (Jason Bateman) who has
to team up with Judy to solve the case of a missing otter.

As the case deepens, it reveals that there is more to it than had been expected...

When a city itself is the name of a movie, it has
to have character. And the city of Zootropolis has enough character
to float a boat.

The architecture is amazing. From the rainforest district and
ice neighbourhood to the travel tubes that the hamsters whizz through,
the city manages to provide a home for everyone.

One of the best scenes is with the sloths, which will soon be a classic.

It is funny because everyone gets so impatient when things take so
long — and the sloths take forever to do everything.

People in the cinema laughed out loud.

My younger brother and sister didn't notice, but the film is littered with
references to previous movies, and there is a great Frozen joke with duke Weaselton (bravo Disney) and his shop
of pirated films — Wreck-it Rhino and Pig Hero 6 — plus clues to future Disney films Moana and Gigantic.

Overall, Zootropolis is a funny movie.

But one question remains, if every creature in the city is equal, what do
the carnivores eat?
